DVLA Guidance & Legislative Updates for Foreign Drivers in 2026
The Driver and Vehicle Licensing Agency (DVLA) has refreshed its regulatory guidance for non-GB driving licence holders residing in England, Scotland, and Wales. The updates clarify continuous driving rules and entitlement restrictions.
1. 12-Month Rule for Non-GB Licences
Non-GB licence holders can drive in Great Britain for up to 12 months from becoming a UK resident. After 12 months, drivers must exchange their licence (if from a designated country) or pass the UK DVSA theory and practical tests to receive a full British driving licence.
2. DVLA D1 Postal Pack Procedure
To execute a postal exchange, applicants must submit form D1 accompanied by their original foreign licence, valid UK identity document (passport or BRP), passport photograph, and the £43 DVLA fee. Section 88 of the Road Traffic Act allows applicants to drive while DVLA processes their valid claim.
3. Manual vs Automatic Transmission Entitlements
DVLA guidelines strictly enforce that manual driving entitlement on the UK licence is only granted if written evidence from the issuing authority confirms the practical driving test was conducted in a manual vehicle.
